THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (Provisional) (HRCO(P)) will contract for the services contained in this notice. This notice is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responses to this notice are strictly voluntary and the government will not pay respondents for information provided in response to this notice. Responses will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.fbo.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation.

RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) University Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the DRAFT PWS. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to the contract specialist at [email protected] no later than 4:00 pm Central Time, July 1, 2016. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.

DESCRIPTION OF REQUIREMENT: The HRCO(P) has a requirement to procure non-severable, non-personal services of an accredited university(university affiliation) to award the Doctor of Nursing Practice (DNP) degree to Department of Defense (DoD) and Department of Veterans Affairs (VA) students who successfully complete the U.S. Army Graduate Program in Anesthesia Nursing (USAGPAN) curriculum. The Program consists of two phases. Phase 1 consists of 51 weeks of comprehensive didactic coursework and Phase 2 consists of 97 weeks of clinical experiences and additional didactic content. This requirement is for an accredited university to award the Doctor of Nursing Practice (DNP) degree to Department of Defense (DoD) and Department of Veterans Affairs (VA) students who successfully complete the U.S. Army Graduate Program in Anesthesia Nursing (USAGPAN) curriculum. It is anticipated the services in support of conferring degrees will be required starting June 11, 2017 through June 10, 2018 and for optionally for four years thereafter. The university shall be fully accredited by one of the six regional accrediting associations recognized by the US Department of Education (USDE) and/or the Council for Higher Education Accreditation (CHEA). The contractor shall have a doctoral program in Nursing or the Health Sciences in place and demonstrate that it has the legal authority and necessary support structure to confer a doctoral degree. If the contractor is associated with a School of Nursing, it must be accredited by a nationally recognized nursing accrediting body such as the American Association of Colleges of Nursing (AACN) and/or the Commission on Collegiate Nursing Education (CCNE). If the contractor has a nursing anesthesia program, it must be accredited by the Council on Accreditation of Nurse Anesthesia Educational Programs (COA).
