Solicitation will be issued as an unrestricted full and open competitive acquisition for Unitzed Group Rations A (UGR-A) with HUBZone price evaluation preference.  The UGR-A consists of 28 menus (7 breakfast, 14 lunch/dinner, 7 short order lunch/dinner).  Each menu consists of one Perishable box and two Semi Perishable boxes to create a complete module.  The components are commerically available.  There are currently 47 CONUS military installations and various OCONUS customers with requirements for these meals.  The solicitation will result in one Indefinite Delivery, Indefinite Quantity Type contract per customer location, for a five year tiered contract period (Tier 1 will be for one year, Tier 2 will be for two years, and Tier 3 will be for two years).  The total price of each module will include cost plus distribution fee.  Direct vendor delivery to all customers will be utilized.  Lowest Price Technically Acceptable (LPTA) source selection procedures will be used to evaluate offers.  A copy of the solicitation can be obtained through the DLA Internet Bid Board System (DIBBS).  To locate the solicitation on DIBBS, go to https://www.dibbs.bsm.dla.mil/
