The City of Palm Bay is requesting bids from qualified suppliers for Code Compliance Lot Mowing consisting of unimproved lot mowing on an “As Needed” basis. The work may be located anywhere in the city limits. 1. All jobs shall be defined in specific work order issued by Code Compliance, in accordance with Chapter 93 of the City Code of Ordinances. 2. Contractor shall be liable for any damages that are caused from the work herein. 3. Contractor shall be paid per linear foot for the length of the lot. 4. Contractor shall cut a 15’ swath from the lot line into the unimproved lot and 15’ swath from road or drainage right of way. 5. City will provide an estimated linear foot of the lot per work order issued. 6. No chemical application can be used on pepper trees. 7. The work herein consists of mowing grass and underbrush over 24” in height and ground cutting all vines, palmetto bushes and pepper trees, as well as removing all trees with a DBH of 3 inches or less. 8. Contractor(s) shall be notified on an “as needed” basis by the Code Compliance Officer to maintain and clean-up all properties, whereby the physical condition(s) is/are substantially deteriorated with growth of vegetation to a height of more than twenty-four inches (24”), which constitutes a public nuisance to the health, safety, and welfare of the City of Palm Bay. The Contractor(s) may need to have equipment to cut heights of three feet (3’) or higher. 9. All cut material must be ground to no more than 4 – 6 inches on vacant lots and mulched for a blanket look or removed from property. 10. If the Contractor determines that the owner or another contractor has already cut an unimproved lot, they shall not re-cut the property and they shall notify the City that the lot has already been cut. There is no separate pay item for mobilization / demobilization; however the City will work proactively with the contractor to avoid this situation from occurring to the best of its ability. 11. Contractor shall take before / after pictures of each property contracted and submit digitally/mail with invoice. Additional details will be provided to awarded vendor prior to commencement of work. 12. Contractor(s) shall complete all work specified herein within fourteen (14) calendar days after being notified, except for a Sunday, unless previous arrangements have been made with the Code Compliance Supervisor. 13. Contractor(s) shall be requested to cut an estimated 275 unimproved properties per year. This is an estimated number per year and is not to be considered a guarantee of the actual number of properties to be mowed. 14. The average size of a lot is 80 feet by 125 feet; however, lots can be larger. 15. The contractor will only be paid for properties that are actually cut. 16. The contractor will not be paid for time/travel or mobilization of equipment for any lots to include those that are not cut due to conditions beyond the City’s control, such as unimproved properties that have already been cut by the owner or another contractor or unimproved properties that the contractor determines cannot be cut due to density and/or size of vegetation. 17. No additional fees will be allowed for any additional services performed for any reasons whatsoever except those directly approved in writing by Code Compliance. REMOVAL AND DISPOSAL OF LITTER AND DEBRIS 1. Before any mowing is accomplished, it is expected that the Contractor shall use all means necessary (hand or mechanical) to successfully remove and dispose of all litter and debris encountered. 2. Should Contractor encounter large quantities of litter or debris that would require excessive hauling (more than what would fit into a 55-gallon container) or any hazardous waste, Contractor shall call the Code Compliance Supervisor for direction before mowing the lot. 3. Litter and debris is defined as all materials normally encountered or created by mowing maintenance activities such as palm fronds, tree, shrub, grass and weed cuttings. There is no separate pay item for this type of litter / debris. 4. Occasionally, Contractors will encounter other types of materials such as glass, paper, cans, tires, tire parts, hub caps, stones, boxes, tree limbs, wood, cable and other such material. There is no separate pay item for this type of litter / debris. 5. Tires found on property can be placed at the road for disposal by City staff.
