The United States Department Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to negotiate and award on a Sole Source basis. Contract type will be a Firm Fixed Price for a period of one year. This will be awarded to Discovery Garden Inc. The primary purpose of this acquisition is to enhance the functionality of the Unified Repository as NAL's production platform for its metadata and digital products. NAL requires the contractor's support in the enhancement, debugging, and configuration of NAL's Islandora/Fedora Commons repository software stack. NAICS Code is 541512. Period of performance is estimated to be October 15, 2018 - October 14, 2019.
Award is in accordance with 41 U.S.C 3304(a)(1), and FAR 6.302(a)(2)(ii).

Islandora is open source software created by the University of Prince Edward Island Library to directly support a variety of library and electronic resource management activities there. Discovery Garden Inc. is a company that was spun off by the Library, and is operated by the people who originally created Islandora. Discovery Garden Inc. is the first and only full-featured Islandora/Fedora/Drupal services company. There is no other vendor developing metadata management systems with Islandora.
Over the last four years, Discovery Garden Inc. worked with NAL to create Drupal modules and other components to enhance Islandora for NAL's workflow and production of AGRICOLA. They have also added new components to the Islandora software stack to increase the reliability and capability of Fedora Commons repositories, such as the Trippi interface for the use of the BlazeGraph triplestore. They have unique understanding of these enhancements to Fedora Commons and NAL custom modules.
