Subject:  Request for Proposal (RFP) #5P2PGH-10-0054 for "Understanding Overhead in Acquisition" course, 2 day course  (July 6-7, 2010) in Chicago, IL

 

Dear Interested Contractor:

 

You are invited to submit a proposal for the subject project in accordance with the attached RFP documents.

 

Receipt of your proposal at the Acquisitions Management Division- 230 S. Dearborn Street, 36th Floor, Chicago, IL 60604 by 9:00am (Central Standard Time) on Friday May 28, 2010 is required for consideration.

 

We intend to award the project as soon as possible.  You are encouraged to submit your most comprehensive proposal and lowest price initially because the project may be awarded without negotiation.

 

The following information must be completed and submitted in its entirety with your response:

 

  1. Pricing for this 2 day training courses to be conducted in Chicago, IL on the above schedule.  Class times will be 8:30 a.m. to 4:30 p.m. each day.
  2. Pricing for a class size of up to 25 participants.
  3. Pricing to include the cost of participant materials and any travel required for the instructor.
  4. A list of potential instructors with their credentials and two (2) references from the past 12 months.  References must reflect the past performance of the specific instructor (not the company as a whole).  Instructors with construction or building management experience are strongly preferred.

STATEMENT OF WORK

 

"Understanding Overhead in Acquisition"

 

GSA Region 5 (PBS) is looking to procure a 2-day course on understanding overhead in Federal contracting. Obtaining the very best prices in our contracts while still adhering to and utilizing the best-value standard is an ongoing objective. To more effectively accomplish this goal, our acquisition workforce must understand and be able to better analyze fixed costs and other factors that influence contract pricing.


The class must include, but is not limited to:

 

  • What overhead is
  • Why understanding overhead is important to Federal acquisition
  • Overview of cost and price analysis
  • What direct costs are
  • What indirect costs are
  • Allowable and Disallowable Costs per FAR and GSAM
  • How to identify inconsistencies and weaknesses in rate development.

 

This two-day course is required to be provided July 6-7, 2010 in Chicago, IL.

 

Requirements: 

 

•·         Offerors should provide a course curriculum or proposal detailing how the class will be presented.

•·         A course manual is required to be provided to each class participant. Quizzes and practical exercises are welcome but not required. 

•·         Offerors should submit the number of CLPs (or course hours) that will be earned.

 

Vendor will provide the following:

 

  1. Pricing for this 2 day training courses to be conducted in Chicago, IL on the above schedule.  Class times will be 8:30 a.m. to 4:30 p.m. each day.
  2. Pricing for a class size of up to 25 participants.
  3. Pricing to include the cost of participant materials and any travel required for the instructor.

During class:

 

  1.  Instructor must provide their own laptop.  LCD projector, flip charts, TV and DVD will be provided.
  2. Any additional equipment needs must be communicated to the GSA contact person at least 2 weeks prior to class.
  3. Students will sign in the first morning of class and the GSA contact person will pick up the sign in sheet at first break.
  4. Attendance will be taken every morning and afternoon of each day.  All students will initial the GSA attendance form.  Instructor will mark any students not present and notify GSA contact person.

 

 

After Class:

 

  1. Completed evaluation forms will be provided to GSA on the last day of class.  GSA will provide copies of the evaluation forms to the instructor.
  2. Individual certificates of completion, including the number of CLPs (continuing learning points) earned, will be mailed to the GSA contact person within 10 business days following the end of class.
