This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures, as supplemented with FAR Part 12 Commercial Items and additional information included in this notice and the attached solicitation document. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number is 1305M2-21-Q-NCNJ-0166. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 was published on 11 August 2021.

All responsible sources may submit a quotation which shall be considered by the agency. This solicitation is one-hundred percent (100%) set aside for small businesses. The associated North American Industry Classification System (NAICS) code is 334511 with a size standard of 1,250 employees.  All contractors doing business with the Federal Government must be registered in the System for Award Management(SAM). There is no charge for registering in SAM. For information and to register, please access the following website:https://www.sam.gov/. In order to register on the SAM website, offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line athttp://fedgov.dnb.com/webform.

Quotes received from contractors not registered in SAM will not be considered for award.  This is a firm fixed price purchase order. The Government intends to make an award to the responsive responsible quoter providing the best value to the Government considering price.  The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(3).

"Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.

Quotes must be received in this office by the due date and time to be considered within the deadline. Quoters must submit all questions concerning this solicitation by e-mail within 5 days of the issuance of this solicitation.

Quotes submitted in response to this notice shall also include the following in order to be considered responsive to this request:

1. Price quotations must adhere to the pricing structure established in the Price Schedule.

2. The quote must include a price for all Contract Line Items Numbers (CLINs).

3. Point of contact names, telephone numbers, and email addresses, including which individuals are authorized to negotiate, if necessary.

4. DUNS Number

5. Acknowledgement of registration in the System for Award Management (SAM) database

6. Certification that Representations and Certifications have been executed by an individual authorized to legally bind the offering firm.

7. Your response to 1352.209-74(c), Organizational Conflict of Interest. Contractors shall provide a statement that they either do or do not have a conflict of interest

(d) Quotes shall be fully executed and returned on the Standard Form (SF) 1449 and attachment B pricing schedule.

Quotations shall be submitted electronically to the Contract Specialist,James Moore, at [email protected] and [email protected]      . Electronic/email quotes should be compatible with Microsoft Office Suite or Adobe.  A list of line items, quantities, units of measure, options, and a detailed description of requirements for the items to be acquired are included in the SF-1449.  Date of delivery: Not to exceed 240 days from date of award for CLIN #0001.  The FAR provisions and clauses that apply to this acquisition can be found in the attached solicitation document.  FAR clauses and provisions are available on the Internet Website http://www.acquisition.gov/far/.

Amendment 0001 issued 8/30/21 to provide governemnt response to questions submitted by an interested offeror.
