The U.S. Maritime Administration intends to acquire on a sole source basis the services for Lifeboat Repairs from the Original Equipment Manufacturer, (OEM) Umoe Schat-Harding, Inc. Representative located at 705 Mount Vernon Ave. Portsmouth, VA 23707, Attn:  Mr. Jim Lyttle, 757-399-1633. This vendor is the only known Original Equipment Manufacturer (OEM) Representative on the East Coast who can supply services and parts meeting United States Coast Guard requirements. 

Umoe Schat-Harding (OEM) maintains an engineering capability unique to providing requested parts(s) and/or material(s). As OEM, they have original manufacturer prints for either (or both) part(s) in stock or the experience and unique knowledge to manufacture.  The Umoe Schat-Harding representative is geographically unique in being the only entity within reasonable proximity to the location of the vessel, with the personnel, expertise and equipment, along with necessary indemnities, to perform the required work.  The lifeboats aboard TS EMPIRE STATE are showing their age and require specified work.  In accordance with regulatory requirements, all repairs to these boats must be in accordance with the requirements of the OEM.  Schat Harding is the only known vendor who possesses all dimensional and material specifications for these boats as well as USCG type approvals.  This notice is not a request for proposals/quotes.  However, interested parties may identify their interest and capability to satisfy the Government's requirements by emailing a Capability Statement (CS) to the Contracting Officer, Eileen Williams, [email protected] by 4:00 p.m. EST, December 27, 2011.  Capability statements must include documentation establishing the ability to satisfy the requirements in the Statement of Work (SOW).  Any information received will be considered for the purpose of conducting a competitive procurement.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Telephone inquiries should be made to Eileen Williams, Contracting Officer, at 757-322-5824.
