This is a combined synopsis/solicitation for commercial items prepared IAW FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used.

FA2486-13-R-0119 is being issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65 and DFARs DPN 20121231.

Federal Supply Class/Service (FSC code is 5836. NAICS is 333316 and the size standard is 1000 employees. This acquisition is 100% Small Business Set-Aside. One award to one contractor is anticipated.

Air Force Test Center, PZZC-Holloman, Eglin AFB, FL (physically located at Holloman AFB, NM) is seeking to purchase the following item via a Firm-Fixed Price contract.

The 846 Test Squadron at Holloman AFB, NM has a requirement for an Ultra High-Speed Camera as described below.

Descriptive Data:
Camera, Ultra-High-Speed, Specialized Imaging Model SIMD16 or equal, Qty 1 each.

Minimum resolution of 1360x1024 regardless of frame rate;
Minimum frame rate of up to 1,000,000,000 FPS at full resolution with time gap between frames 8 and 9;
Minimum frame capture capacity of 16 frames;
Minimum exposure down to 3 nanoseconds;
Minimum interframe rate is 1 nanosecond;
Minimum Monochrome 12-bit depth;
Spatial resolution 35lp/mm;
Gbit Ethernet camera interface;
Built in Velocity Trap;
Nikon F Mount;
PC control with control software;
Rugged Pelican Case or equal with molded inserts;
User programmable TTL flash output

Award will be made to the Lowest Priced, Technically Acceptable (LPTA) offer that is most advantageous to the Government. Technical acceptability will be based on the offeror's ability to meet all the minimum requirements described above.
