The Pension Benefit Guaranty Corporation (PBGC) intends to make a Sole Source Award to Neustar Inc. 46000 Center Oak Plaza, Sterling, VA 20166-6593. The Contractor will provide PBGC the renewal of Neustar Ultra DNS Service of fully managed public domain name services (DNS) website URL failover, website load balance and recursive DNS for outbound DNS lookups by PBGC staff. For the public facing websites and e-mail, fully managed public DNS, web URL failover, load balancing based on percentage of visitors or geographic locations; recursive DNS. These services must be available 24x7 with 100% uptime. These services must be hardened against Denial of Service Attacks (DDos), cache poisoning, site hijacking, etc. Neustar Inc. is the only known source for this service.
     This is not a request for quotes; however, an interested party may e-mail a written capability statement with sufficient experience for these required services, which shall not exceed three (3) pages in length. Interested parties may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency via email to [email protected] no later than 11:00 AM EDT on May 7, 2010. This is not a solicitation, but a Notice of Intent. No solicitation will be issued.
