Synopsis:
This synopsis constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Materiel Command, Life Cycle Management Center, Battle Management Directorate, Aerospace Management Systems Division, Foreign Military Branch, AFLCMC/HBAK, Hanscom AFB, MA 01731,
This synopsis is for a proposed contract, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate. The purpose of the proposed contract action is to provide the Ukraine Republic with one (1) VHF omni directional range (VOR) beacon and, one (1) tactical air navigation system (TACAN), associated support equipment, familiarization training, and support services.
This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. Interested parties may submit a capabilities statement, which shall be considered by the Government to the identified point of contact no later than 15 February, 11:59 PM, EST. This proposed effort is a full and open competition. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBAK. This notice is not a commitment from the Government.
An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
