Fleet and Industrial Supply Center San Diego intends to issue a solesource purchase order in accordance with FAR Part 12 and Part 13.5 to ViaSat,Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602 for 1 each MD-132A (c)U withMounting Tray; P/N: VA-013421-0000 and 1 each ViaSat Network TerminalController (VNTC) Software. The MD-132A (c) U will be utilized to supportcurrent installation of TSN (Tomahawk Strikeover Network) used in the SLAMEXfacility. Upgrading the TSN is mission essential due to existing trainingrequirements. The reason justifying the lack of competition is that the modemand the accompanying shelf are unique to each other for form and fit, no thirdparty product will work. In accordance with FAR 6.302-1, and in conjunctionwith the Tactical Training Group Pacific's standardization program, only thisspecific make and model of technical equipment will satisfy Tactical TrainingGroup Pacific's need for additional modems or replacement items, and only onesource is available. The modem is a commercial item. Commercial procedures asoutlined in FAR 12 and 13.5 are applicable. This notice constitutes a Requestfor Quotations. No other solicitation will be issued. The closing time anddate is 12:00 P.M. (PST), Monday, 08 June 2009. The proposed contract action isfor supplies for which the Government intends to solicit and negotiate with onlyone source under the authority of FAR 6.302. Interested parties may identifytheir interest and capability to respond to the requirement and will be advisedas to how to submit their product(s) for future evaluation. This notice ofintent is not a request for competitive quotations. However, all quotationsreceived by the closing date of the Request for Quotation set forth above willbe considered by the Government. A determination by the Government not tocompete this proposed contract based upon a response to this notice is solelywithin the discretion of the Government.
