This is a notice of intent of the Naval Criminal Investigative Service (NCIS) to negotiate a sole source contract with Cellebrite USA Inc, 266 Harrisontown Rd, STE 105 Glen Rock, NJ 07452. Cellebrite USA Inc is the only known source that can provide CelleBrite-UFED Touch Trade Ultimate for Ultimate forensic system. UFED Touch Trade Ultimate provides logical and physical analysis on the retrial of stored information and recently deleted information within cellphones. CelleBrite is the only known manufacturer/distributor of this product. This requirement will result in a Firm-Fixed price contract to CelleBrite. This requirement has a North American Industry Classification System (NAICS) of 511210. THIS IS NOT A REQUEST FOR PROPOSAL AND NO SOLICITATION IS AVAILABLE. Interested parties have five (5) Calendar Day or until May 10, 2013 at 9:00AM EST to respond. Responses should be submitted in writing, to the identified point of contact, with clear and convincing evidence of their capability to provide the required service. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after May 10, 2013 at 9:00AM EST, or without the required information, will be considered non-responsive to this sole source notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, this is solely within the Government's discretion.
