Naval Air Systems Command (NAVAIR) intends to issue a sole source acquisition pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Firm Fixed Price (FFP) contract to Insitu, Inc., Bingen, WA will be to extend existing UAS ISR services aboard a United States Navy (USN) ship. The contract will be a one year base contract with three six month options and will prevent a break in critical UAS ISR services in direct support of CENTCOM and 5th Fleet tasking. Insitu, Inc. is the only company who can fulfill this requirement because the time required for another company to convert the ship to a different UAS system would remove the ship and UAS ISR capability from service for a prolonged period of time and create an unacceptable break in service. The purpose of this acquisition is to provide for the continuation of existing UAS ISR services until a competitive contracting action is awarded and a replacement ship is outfitted with a UAS system, arrives in theater and begins conducting operations.
