The U.S. Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) non-personal services contract under solicitation W81K04-09-R-0020 to Baylor University, 700 S. University Parks Dr, Waco, TX 76798-7041. The government intends to solicit and negotiate with only one source listed above under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2) as they are the only university who at the present time has the required CAPTE accreditation. The CAPTE accreditation obtained under one affiliating university is not transferable to another. The governments requirement is for an affiliation with an educational institution to award the degree of Doctor in Physical Therapy to students who are selected and successfully complete the Armys course of instruction at the Army Medical Department Center and School (AMEDDC&S) at Ft. Sam Houston, TX.
The Government intends to solicit and negotiate with only one source but interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals, however, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government.
The anticipated contract period of performance will have a one year base period and four one-year option periods. Anticipated date of award is 01 Oct 2009. The NAICS code is 611310. The small business size standard for this requirement is $7M.
