This is a sole source synopsis. This synopsis for commercial items was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole-source, firm-fixed-price (FFP) contract to Insitu, Inc. (Address: 118 E. Columbia River Way, Bingen, WA, 98605-9086). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A Justification and Approval for the Use of Other Than Full and Open Competition has been prepared. Naval Education and Training Security Assistance Field Activity NETSAFA has a need for contractor services to provide training on the ScanEagle (SE) Unmanned Aerial Vehicle (UAV) system for the period 12 June 2017 through 1 December 2017. The contractor will provide training as such: ScanEagle Pilot/Operator Initial Qualification Course (SPC001), sessions 12 Jun 17-18 Aug 17 and 18 Sep 17-24 Nov 17, three students for each session; ScanEagle Video Exploitation Systems (IVES) (IOC001), session 28 Aug 17-1 Sep 17, one student for this session; and ScanEagle Endorsements EO900 (SPE505), MWIR3 (SPE504) and Heavy Fuel Engine HFE (SPE401), sessions 21 Aug 17-25 Aug 17 and 27 Nov 17-1 Dec 17, three students for each session. Supplemental services to be provided include transportation, administrative support, and the provision of course materials. The training required by NETSAFA is that for the ScanEagle UAV. As documented below, it is anticipated that the current requirement will be procured on a sole source basis with Insitu, Inc., of Bingen, WA. Insitu is the Original Equipment Manufacturer (OEM) of the ScanEagle system and the only vendor found to provide training on the use of the system, as required by NETSAFA. It is noted that this requirement has not been sole source directed by the Government of Spain. This requirement is being processed on behalf of the Naval Education and Training Security Assistance Field Activity (NETSAFA). Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than 9 June 2017, 10AM Eastern Standard Time (EST). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote; however, only services meeting the NETSAFA’s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
