This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for proposal IAW FAR Part 12 and 13. Submit written proposals in reference to Request for Proposal (RFP) reference number (W56KJD-13-R-0028) .

Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 611710, Educational Testing Evaluation Services.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective 3 September 2013.

Potential bidders are to provide a proposal for the services outlined in the Performance Work Statement (PWS), which is included as an attachment to this solicitation.
A Description of requirements for the items to be acquired, date(s) and place(s) of delivery and acceptance are included in the SF1449.
In accordance with 12.603(c), the following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, DUNS Number or if non-US vendor furnish JCCS ID. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.

It is required that all contractors be registered in the System for Award Management (SAM) database or in the case of Non-US vendors be registered nad approved in the Joint Contingency Contracting System (JCCS) prior to award under this solicitation. Additional contract requirements and/or terms and conditions are included in the SF 1449.
