The United States Military Academy intends to award a sole source purchase order to Language Testing International, The American Council on the Teaching of Foreign Language (ACTFL) Testing Office, 3 Barker Avenue, Suite 300, White Plains, NY 10601 to provide up to 300 Oral Proficiency INterviews to be administered in person or telephonically in languages to include, but are not limited to: Modern Standard Arabic, Mandarin Chinese, French, Farsi, Portuguese, Russian and Spanish from date of award thro ugh 30 September 2008. The total award amount is estimated to be $35,100 for base year not inclusive of two option years. The statutory authority for other than full and open competition is FAR 6.302-1(a)(2)(iii) - deemed available only from original sou rce in case of follow on contracts. The appropriate NAICS is 541930 size standard is $6.5 million. This notice of intent is not a request for quotation or a solicitation of offers. No solicitation will be available. Response to this notice must be rece ived within seven calendar days of the date of this notice via email. A determination by the Government not to compete this requirement, upon receipt of response to this notice, is solely at the discretion of the Government in accordance with FAR 13.106(b ).
