This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. a. Project Title: Range Usage b. Description: VA San Diego Healthcare System is seeking a contractor to provide access to a range facility for individual weapon proficiency, training and certification. c. Project Location: VA San Diego Healthcare System, 3350 La Jolla Village Drive, San Diego, CA 92161 d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26220Q0005. e. Set Aside: This solicitation is set aside for Small Businesses vendors. f. Applicable NAICS code: 611699 - All Other Miscellaneous Schools and Instruction g. Small Business Size Standard: $11.0 Million h. Type of Contract: Firm Fixed Price i. Period of Performance: Base Year plus Four (4) Option years j. Wage Determination Applicable: WD 2015-5635, revision 11 2. Statement of Work 2.2. Scope. VA San Diego Healthcare System police department is seeking a contractor to provide access to a range facility for individual weapon proficiency training and certification. VA San Diego will require periods of private range usage, as well as individual lane usage during normal business operations. 2.2.a. Specific Requirements. 2.2.a.1. Range must accommodate the VA Police Course of Fire distance of 25 yards. 2.2.a.2. Range must allow movement past the red line for conducting tactical movement and target acquisitions. 2.2.a.3. Range must have turning targets to allow shoot no-shoot drills scenarios. 2.2.a.4. Range must be capable of going completely dark for low-light shooting. 2.2.a.5. Range must have portable I-Pad system for control of multiple target lanes. 2.2.a.6. Range must provide barriers and barricades. 2.2.a.7. Range must be within 25 miles of VA San Diego Medical Center, 3350 La Jolla Village Drive, San Diego, CA 92161. 2.3. General Requirements. The range shall provide access during non-business hours, as early as 7am to as late as 8 pm, to accommodate all VA Police tour of duties. Range must provide private access to VA police personnel Mon-Fri, 7am-10am as well as half day blocks of time during normal business hours as coordinated with the COR. COR shall provide at least 48-hour notice for private use. 2.3.a. Safety Requirements. 2.3.a.1. Must have HEPA air filtration system to ensure lead moves downrange to prevent lead exposure. 2.3.a.2. Contractor shall comply with all applicable Federal, State, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations. 2.4. Place of Performance. Contractor s facility, near VA San Diego. 3350 La Jolla Village Drive, San Diego, CA 92161 2.5. Government may conduct pre-award survey to determine suitability of range facility. 3.
