The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with EE-Evaluations, 1626 Greenleaf Lane, Charlottesville, VA 22903 for an independent assessment of the “Meaningful Bay or Stream Outdoor Experience for Students” and “Professional Development in the Area of Environment Education for Teachers” programs. The main focus will evaluate whether the student MBE programs are improving students’ state standard-based achievement and their environmental stewardship and whether the professional development programs improve teacher’s instructional practices. Notwithstanding the Government’s intent to negotiate this requirement on a sole source basis with EE-Evaluations, responsible sources may submit a response which, if timely received, will be considered by NOAA.
