The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Maureen Jerrett, located at 1709 Maple Street, Santa Monica, CA 90405-2725. This requirement will be used to execute a Communication Plan for the Geriatric Scholars Program for the VA Greater Los Angeles Healthcare System (VAGLAHS). The Geriatric Scholars Program requires an expert in communication and marketing with experience in project management and health science to develop a communication plan for the Geriatric Scholars Program at the VA Greater Los Angeles Healthcare System. The plan provides a roadmap to guide staff through the implementation of its strategy to bridge the gap between geriatric research and practice translating evidence-based best practices and furthering its mission to improve the wellbeing of one of the largest patient populations enrolled in the Veteran Affairs health care system. There will be a total of five (5) deliverables for this requirement which include: Deliverable 1: Strategic Plan Activity: Stakeholder and Program Updates. Deliverable 2: Program communication prototypes. Deliverable 3: Enhance visibility through non-program communications in trade publications. Deliverable 4: Enhance visibility through non-program communications of human-interest stories about improvement in health, quality of care, access or other program outcome. Deliverable 5: Strategic communications project management and coordination. The proposed period of performance for this requirement will be: 05/01/2019 04/30/2020. The estimated amount for this requirement is $58,000.00 This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source based on the determination that, Maureen Jerrett is uniquely qualified to provide this service. She is an expert writer and editor of policy briefs, marketing communications, internal reports, and web content. Maureen Jerrett has over 10 years of communications experience in the fields of health science and technology and can meet the needs of this request. Based on this information, it would be in the best interest of the government to procure this service from Maureen Jarrett via Single-Source basis. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 4/26/2019. The place of performance is as follows: VA GREATER LOS ANGELES HEALTHCARE SYSTEM located at 11301 Wilshire Blvd Los Aneles, CA 90073. The North American Industry Classification System (NAICS) for this requirement is, 711510 Independent Artists, Writers, and Performers. The Small Business Administration size standard for this sector is $7.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals.
