NASA/NSSC has a requirement for a training program entitled Introduction to FPGA. The objective of the program is to provide hands on, lab intensive training on Xilinx Field Programmable Gate Arrays (FPGA) that will build Rocket University participants skills and familiarity with the use of these very useful programmable parts. This offering shall be held at NASAs Kennedy Space Center beginning April 8, 2013. NASA/NSSC intends to purchase the above curriculum from Hardent, Inc., Montreal, QC, Canada. Pursuant to FAR 13.106(b), the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: The hardware NASA KSC requests training on is from maker Xilinx, and their training is exclusively offered by Hardent. The training is the second phase of an offereing previously provided by Hardent. As such, Hardent is the only vendor capable of providing the training on this hardware type approved by the manufacturer. Harden has customized the course offering to suit NASA's needs and the content focuses on lab specific applications. Moreover, NASA requires this training to be conducted in a similar manner to the prior session in order to utilize objectives offered under previous training. The Government intends to acquire a commercial item using the procedures in FAR Part 12 and Subpart 13.106. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Central Standard time on March 15, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
