The Philadelphia Division of FISC Norfolk's Contracting Department intends to solicit for facilitator and technical support services to assist the Naval Personnel Development Command (NPDC) in defining the requirements of necessary Leadership Training, Education, and Personal Development of the Enlisted Sailors at the Navy Senior Enlisted Academy. It is anticipated that the Navy will solicit for a Firm Fixed Price contract for a 5 ½ -month base period beginning 15 April 2005 and ending 30 September 2005 with two (2) additional 12-month options and one (1) seven (7) month option for the facilitator services (36 months total) and two (2) additional 6-month options and one (1) seven month option (24 months total) for technical support. Interested vendors will be required to submit price and technical quotations and the evaluation for award resulting from the forthcoming solicitation that will consider technical quotations more important than price. The applicable NAICS Code for this requirement is 611710 with a size standard of $6 million. The solicitation shall be issued as a Total 100% Small Business Set-Aside. The acquisition is being procured utilizing the policies contained in FAR Part 13.5, Test Program for Certain Commercial Items (SAP/CI).
