This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source delivery order against existing Library of Congress IDIQ contract LC09D7041 with EBSCO Industries Inc, 10 Estes Street, Ipswich, MA 01938. This sole-source procurement is in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) for renewal of annual subscription services. Services will be from 1/1/2014- 12/31/2014. NAICS 519190, size standard $7.0 million applies. This procurement involves numerous proprietary medical reference databases such as CINAHL, MEDLINE, SocINDEX, to name a few. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested parties must respond to this notice no later than 4:00 pm on October 18, 2013.
