Air Combat Command Contracting Squadron, Langley AFB, VA intends to negotiate a sole source contract with United Airlines Flight Center for E-4B pilot simulator training. Contractor will provide four initial pilot and flight engineer training classes per year. Each class will include two pilots and one flight engineer and will consist of 100 hours of instruction. Training will be conducted at the contractor’s facility. Contractor will also provide 24 refresher-training courses per year to include two pilots and one flight engineer in each class and 12 hours of instruction per class. Refresher training will be conducted at the contractor’s facility. The training must be conducted in a 747 simulator with visual systems and the capability to simulate air refueling. Market research shows a number of companies are capable of providing 747 simulator training; however, United Airlines is the only source which has the capability of providing the air refueling simulation. The anticipated contract performance is one year plus four option years.
