This is a combined synopsis/solicitation for commercial items/services prepared in accordance with format in the FAR Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be used. (i) The reference number is FA8201-05-T-0026 and the solicitation is issued as a request for quotation (RFQ). (ii) This solicitation document incorporates provisions and clauses in effect through FAC 2001-27. (iii) This solicitaiton is for full and open competition. The associated NAICS code is 611430 and small business size standard is $6M. (iv) This requirement is for Courseware Development - Initial Confined Space, Confined Space Refresher and Site Supervisors in accordance with attached Statement of Work. Contractor's must provide a technical capability package (a) past performance by providing at least 5 previous POC, (b) mission capability by addressing each paragraph of the SOW, and (c) Cost. (v) The period of performance is from date of award through 30 Sept 05. Offerors whose technical proposals are determined unacceptable by the government will be notified promptly of the basis of the determination. Complete technical revisions will not be considered. In accordance with FAR 15.306(c), The contracting Officer may additionally limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The government intends to award a Firm Fixed Price contract without discussions with respective offerors; however, the government also reserves the right to conduct discussions if deemed in its best interest.
