Proposals are requested to conduct a Transit Supervisors Training Needs Assessment examining existing competency based tools in place to measure supervisor performance. This assessment is being conducted to provide a foundation for establishing and conducting a professional development training track for transit supervisors. The assessment will draw heavily on competency based programs in place in the transit industry and in close consultation with subject matter experts identifies by NTI in cooperation with APTA and the transit industry. The products resulting from this assessment will include: (1) An analysis documenting transit?s use of existing core competencies linked to the target audience, (2) a validated set of core competencies including definitions to allow common understanding, (3) a breakdown of specific skills and skill sets necessary to achieve proficiency in the competencies, linked to the target audience (4) a set of recommendations for course content and delivery linked to the specific core competencies identified and validated and, (5) an assessment document sampling up to ten (10) transit systems identified by NTI who are currently using core competencies to manage transit supervisor performance. NTI will require proposers to have experience in conducting training needs assessments as well as experience in developing and delivering related training courses for professionals.
