This is an INTENT TO SOLE SOURCE ANNOUNCEMENT, in accordance with FAR 13.501 (a). The Department of Veterans Affairs, wishes to purchase proprietary psychological testing (Intellectual Property) for use in VA software programs using FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. The NAICS code for this acquisition is 611691 with a small business size standard of $6.0 M. The purpose of this acquisition is for administering and scoring tests to assist in providing accurate diagnosis of behavioral and psychiatric symptoms among veterans. These tests are copyrighted and include 1) Beck Anxiety Inventory (BAI), 2) Beck Depression Inventory (BDI), 3) Beck Depression Inventory Second Edition (BDI), 4) Beck Hopelessness Scale (BHS), 5) Beck Scale of Suicide Ideation (BSSI). The contractor shall grant the right to VA to utilize the contractor’s copyrighted tests, scoring algorithms, and norms. The contractor shall give VA permission to store this protected intellectual property in VA information systems and use it to administer and score the tests. VA will carefully restrict the use of the test to appropriately qualified individuals and agencies as described in the ethical guidelines of the American Psychological Association. The contractor shall provide VA Medical Centers with all updates, changes, or modifications made to the tests.
