The FBI intends to award a sole source purchase order to John E. Reid & Associates, 250 South Wacker Drive, Chicago, Illinois 60606 for 90 (ninety) students to attend the Basic and Advanced Reid Interviewing and Interrogation seminar. John E. Reid has developed a series of specialized courses that are the exclusive proprietary property of the firm. These are programs that contain copyright protected material. Training will be conducted at various FBI locations: Denver, Colorado ( July 15 -18, 2003); Bend, Oregon(August 12 -15, 2003); and Albuquerque, New Mexico (September 22 -25, 2003) . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAR) 2001-10. This is considered a commercial service and is being conducted in accordance with the format in FAR, Subpart 12.6 and Subpart 13, SAP as supplemented with additional information in this notice. The NACIS is 611699, and the Business Size Standard is 6 million dollars. This will be a fixed priced contract. Based on FBI market research, it has been determined that John E. Reid is the only source to meet the FBI requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Andrea K. Pearson, Contracting Officer, address listed above. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
