The Mission and installation Contracting Command- Fort Eustis (MICC-EU) anticipates awarding a Firm Fixed-Price contract with a twelve (12) month base period and two (2) 12-month option periods to provide Balanced Scorecard Training to the U.S. Army Training and Doctrine Command (TRADOC) Deputy Commanding General (DCG) G-3/5/7 located at Fort Eustis, Virginia. This sole source requirement will be awarded to Pivotal Practices, a HUBZone small business concern to support MICC- Fort Eustis's socio-economic goals. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal service items necessary to perform Balanced Scorecard Training with the exception of the following Government provided items: classroom, set up of classroom, utilities in the facility, projector with projection screen, and four (4) flipchart stands with flipchart supplies.
The contractor shall provide instruction for the initial customized BSC onsite training at Fort Eustis for approximately 35 Action Officers and Senior Leaders, instruction for the quarterly BSC onsite training for Action Officers and Senior Leaders thereafter, and instruction for a BSC overview for General Officers. The contractor shall accomplish one week of initial onsite training during the base year for up to 35 attendees at Fort Eustis. Two 12-month option periods will consist of quarterly training workshops for approximately 17 attendees per workshop and a biannual workshop for TRADOC General Officers at Fort Eustis. This is a high-level, strategic view of balanced scorecards as strategic performance management systems. Performance shall begin upon award. The applicable NAICS code is 611430, Professional and Management Development Training, with an associated size standard in millions of dollars of $11 million.
