The US Contracting Command - Redstone Arsenal has a request for sole source requirement for production of C-RAM FLIR and engineering, sustainment and logistics services for the existing fleet of C-RAM FLIR. The production requirement consists of producing new C-RAM FLIR, part number 797549 at a rate defined in the Performance Work Statement (PWS) dated 2 December 2015. Engineering service includes resolving operational or interface discrepancies between the FLIR and the Land based Phalanx Weapon System (LPWS). Sustainment and logistics services includes establishing and maintaining facilities, personnel, parts and consumables to repair defective FLIR returned from operations. These services support a 60 day turn-around time starting from receipt of a defective FLIR at the contractor facility to returning the repaired FLIR to C-RAM.

The anticipated type of contract is Firm Fixed Price and Cost Plus Fixed Fee with a 24 month period of performance. The proposed contract action is for production and services for which the Government intends to solicit and negotiate under authority of 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302- 1(a)(2)(iii)(A) and (B), "Only one responsible source, and no other supplies or services will satisfy agency requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
