***NOAA’s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Illumina, Inc. of San Diego, California to provide the National Marine Fisheries Service (NMFS) with a total of twenty four (24) Illumina MiSeq Reagent kits.

***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA) NMFS requirement for twenty four (24) Illumina MiSeq Reagent kits.  Illumina, Inc. is the only source that is capable of meeting our field requirements. The Northwest Fisheries Science Center uses the Illumina MiSeq instrument for our ‘next-generation’ sequencing research. The MiSeq uses reagents provided in a cartridge designed specifically for use on this instrument and only Illumina sells these cartridges. Only the Illumina MiSeq reagent kits are compatible with our existing Illumina MiSeq instrument.  Additionally, the proposed vendor, Illumina, is the OEM of our sequencing instrument and is the only vendor that sells the reagents/cartridges compatible with the Illumina MiSeq. MiSeq kits use an all-inclusive reagent cartridge system that is specifically designed to deliver the reagents necessary for sequencing required for our research. Illumina is the sole manufacturer and there are no re-sellers. The period of performance is from the date of award through September 30, 2022.

***This notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
