The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to award a sole source contract to Black Box Sounds, Islamabad, Pakistan.
The Contractor shall provide twenty (20) exclusively produced feature reports on issues and personalities in Pakistan's remote areas - Interior Sindh, KPK, South Punjab, Baluchistan and Gilgit Baltistan. The Contractor shall scout interviews; film/direct; produce and edit all 20 features. The Contractor is responsible for all travel expenses and all equipment used to deliver the finished feature reports. The finished TV -ready reports shall be 3-4 minutes in length and in the Urdu language.
The Contractor has created similar video content for VOA Urdu programming in 2012 and carries positive past performance record of accomplishment for producing unique video stories in Urdu Language keeping in view the sensitivities of Pakistani culture and politics.
The Government intends to issue a purchase order for $60,000.00 USD in exchange for the twenty (20) feature reports. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(f) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source ... and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.
