Proposals from all business concerns will be accepted for the Turner-Fairbank Highway Research Center Project TFHRC 50(3), Solicitation Number DTFH71-13-R-00007, located in Fairfax County, Virginia. The project consists of the reconstruction of approximately 0.06 miles (320 feet) of asphalt pavement test lanes within the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. The work includes asphalt pavement removal, aggregate base reconditioning, Superpave asphalt concrete pavement overlay, and other miscellaneous work. The project is expected to fall within the price range of $250,000 to $500,000.

The Government will award to the lowest priced/technically acceptable responsible offeror. The Contracting Officer intends to evaluate all proposals for technical acceptability. After all of the proposals have been evaluated the offerors that were found technically acceptable will be ranked according to price and the lowest offeror will be awarded the contract.

The solicitation documents should be issued on or about January 28, 2013. Proposal due date and location will be specified on the SF 1442, Block 13a of the Solicitation. A pre-site meeting will be scheduled for all interested Contractors. The date and location will be specified in Section E of the Solicitation.

IMPORTANT PAYMENT REQUIREMENT
In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. PLEASE NOTE
For security reasons, individuals requiring access to the EFLHD must present a valid photo ID and be escorted to their destination by a Government employee. Due to new security provisions, all visitors attending bid openings are urged to arrive at least 1 hour prior to the scheduled bid opening. All visitors must register with the receptionist in Room 100. A Government employee will collect the bids. Prior to bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made.
