This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
The solicitation number for this requirement is 9531BM22Q0001. This solicitation is issued as a Request for Quotations (RFQ) in accordance with FAR Part 13 – Simplified Acquisition Procedures.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.
This requirement is issued under full and open competition. The associated NAICS code is 811310 – “Commercial and Industrial Machinery and Equipment”.
Description of Requirement
The NTSB has a requirement for the disassembly of two (2) Pratt & Whitney JT8D-9A turbine engines that have been damaged by impact and salt water. The level of disassembly will be determined by NTSB personnel during the teardowns. The Contractor is NOT REQUIRED to document the examinations. Work shall be performed on-site at the vendor’s facility. After contract award, the NTSB and the Contractor will coordinate a date and time upon which NTSB investigators will travel to the Contractor’s facility to observe the examinations.
Basis for Award
This RFQ will result in the award of one (1) Labor-Hour type purchase order. The anticipated period of performance shall extend from October 20, 2021 through April 19, 2022.
All responsible sources may submit a quotation, which shall be considered by the NTSB.
The Government may award one (1) Labor-Hour type purchase order to the responsible offeror whose quote conforms to the RFQ and represents the best value to the Government based on the evaluation factors as outlined in Sections L & M of the solicitation. In order to be considered for award, Offerors MUST be registered in the System for Award Management at SAM.gov.

The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date.
