This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is unrestricted NAICS Code 541611 Size Standard $15 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.

The Millennium Challenge Corporation (MCC) is working with the Government of Tunisia (GoT) on the development of a compact program focused on improving the business climate and addressing water scarcity.


MCC requires a contractor to support the due diligence of projects and activities to improve the business climate in Tunisia.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work.
