Portsmouth Naval Shipyard requires the services of two (2) continuously available Tugs for routine and emergency tug and towing services for docking, undocking, launching, mooring and related services for seagoing vessels for Portsmouth, NH along the Piscataqua River. Boundaries are: upstream at Simplex Wire & Cable Company in Newington, NH; to the mouth of the river; to a point in the Atlantic Ocean no more than twelve miles offshore.

Continuous tug services for the period of: one (1) year, with options for four (4) additional one year periods.
Period of Performance start: 8/16/2018.

A.) Contractor shall be capable of continuously providing:
1) Two (2) continuously available tug boats meeting the MIL-STD-2040 Type "B" requirements.
2) Each tugboat will have a minimum of 1600 horsepower (HP).
3) Both tugboats shall be equipped with a fendering system suitable for providing safe movement of a submarine under any combination of roll, heave, or pitch.
4) Tug will be home berthed on the Piscataqua river within the geographical region as defined above.

B.) Under normal/routine circumstances, these services will be provided within FOUR (4) HOURS of being notified of required services.

C.) In the highly unlikely event of an emergency, upon request from Portsmouth Naval Shipyard, the contractor shall: (a) be capable of responding within ONE (1) HOUR (from the time of notification to being on site and ready for maneuvering) with two fendered 1600 minimum horsepower tugboats to support maneuvering a submarine, (b) and the tugboats will be for the exclusive use by Portsmouth Naval Shipyard to support the emergency maneuvering.

D.) To support the one (1) hour for response to emergency situations, the tugs shall not leave the geographical region except for the following allowable conditions: providing commercial tug and towing services that do not interfere with shipyard services, to travel to maintenance location when substitute has been put into service, to undergo fueling operations, to support tug and towing services as requested by the shipyard.
