The IRS intends to negotiate a sole source contract with Tuxera Ltd, Bulevardi 2-4 A, 7th floor, 00120 Helsinki, Finland, under the authority of FAR 6.302-1(a)(2), to purchase Tuexera NTFS Linux widget. Tuxera has signed an intellectual property agreement with Microsoft and is the only company providing an NTFS kernel level driver for the Linux x86 Platform. The IRS depends on kernel level NTFS drivers to write to NTFS drives that will be later connected to Windows machines for analysis. Kernel level NTFS drivers are needed for imaging speed. Our current NTFS driver no longer works with newer kernels. The NTFS kernel level driver from Tuxera is a source code driver (a widget for the Linux kernel) and not software. There is NO direct user interaction with this purchase product. The NTFS kernel level driver product is unique and proprietary. This kernel lever driver must: 1. perform kernel level NTFS file preallocation, 2. sustain read/writes 70-80MB/s with 10-40% CPU utilization when writing to standard SATA I/O channel, 3. must include integration into custom Slackware OS with Linux kernel 2.6.27.27 or later, and 4. must include future updates to kernel revisions with future subscriptions. All responsible sources who can demonstrate that their product matches the NTFS kernel level driver product with similar pricing guidelines; shall submit written responses which shall include (1) price(s), FOB destination; (2) a description of Tuexera NTFS Linux widget offered in sufficient technical detail to show compatibility and permit a technical evaluation; (3) a POC (name and telephone number); (4) GSA Contract Number if applicable; (5) delivery date; (6) business size; and (7) payment terms. User level drivers will not work and will not be accepted. All companies must prove they can legally provide the kernel level NTFS driver with Microsoft’s written permission. Otherwise the code widget will be illegal to use. We cannot use illegal licenses for our work. All questions must be submitted in writing. No facsimile will be accepted. As a result of analyzing responses to this synopsis of intent, the contracting office may determine that a solicitation will be issued. If a solicitation is issued no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
