This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-1916973 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99-1, 16 JULY 2018.

The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing, with a business size standard of 1000 people. The acquisition is being competed as Brand Name requirement on other system will be accepted. This requirement is not a small business set aside.

The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement to purchase a The TubeWriter 360, a labware labeling system that has the capability to print directly on the surface of a plate or tube with incredible speed. The minimum speed requires 2500 tubes per hour and can print barcodes in Data Matrix, Linear, 2D, Microsoft Excel, CSV and LIMS files for data input. Please quote brand name for the TubWriter, Model # TW-360A (please see the attached Equipment list for accessories and specifications). All interested vendors must be registered as a vendor in the system by the closing of the RFQ.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following; capability to meet the Brand Name Requirement, delivery, past performance, price and the best value to the government.
