The Bureau of the Public Debt (BPD) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to sole source a contract to Leco Corporation for a TruMac N Macro Determinator. TTB's currently owns a Leco Determinator at its California Laboratory. TTB's laboratory in Maryland must acquire the comparable equipment, in order to ensure that both laboratories operate under identical standard operating procedures and generate identical data/results. Offerors shall respond to this notice if they believe that they have a Determinator that: (1) meets all of the minimum functional and critical requirements (see attached - Appendix 1); (2) can be operated using the same standard operating procedures; and (3) can produce identical data/results. Responses shall be received no later than 2:00 PM ET on Thursday, May 6, 2010. Responses shall include the name and point of contact information for its company along with a description of its Determinator. Offerors shall provide sufficient evidence to support that its product not only meets all minimum functional and critical requirements, but can also be operated using the same standard operating procedures, and produce identical data/results.
