The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC) regarding risk reduction in advance of IFC-5.0 Sense and Avoid (SAA) engineering change proposal (ECP) to MQ-4C Triton Unmanned Aircraft System (Triton UAS) via a Delivery Order under the N00019-15-G-0026 BOA. This effort will include MQ-4C Triton ACAS Xu Risk Reduction supplies and services and technical data in support of said supplies and services. This proposed contract action will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that NGC is the only known company with the knowledge, data, and capability to meet the Government's needs.
