The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to solicit and negotiate a Fixed Price sole source contract modification with Northrop Grumman Systems Corporation (NGSC), San Diego, CA for the production of three (3) U.S. Navy (USN) MQ-4C Triton Unmanned Aircraft, one (1) U.S. Navy Main Operating Base (MOB), two (2) Royal Australian Air Force (RAAF) MQ-4C Triton Unmanned Aircraft, and one (1) RAAF MOB, along with associated support. Contract award is planned for Fiscal Year 2023.
It is anticipated that this contract action will establish four (4) option contract line items to procure the supplies and support necessary to manufacture and deliver the MQ-4C Unmanned Aircraft, MOBs, and related production support. The requirements are anticipated to include, but are not limited to: the procurement of material, production labor and all associated effort; systems engineering; production management; integrated logistics support; obsolescence management; and associated technical, administrative, and financial data.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
