The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) Lot 5 in Fiscal Year (FY)19 and a fixed price type contract for LRIP Lot 5 in FY20 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) and related supplies and services.

The LRIP Lot 5 AAC will procure long lead items (e.g. components, material, parts, and associated efforts) required to maintain the planned production schedules for United States Navy and potential International requirements.  It is anticipated that the LRIP Lot 5 contract will procure unmanned aircraft, main operating bases, forward operating bases, trade studies, non-recurring engineering costs (e.g. parts obsolescence engineering and productionization), engineering change orders, integrated logistics support (ILS), interim contractor support, trainers, and support equipment.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed LRIP 5 action.  NGSC is the sole designer and developer of the MQ-4C Triton UAS.  This contract is a follow-on contract for the production of a major system and award to any other source other than NGSC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
