35 CONS/LGCB, Misawa Air Base, Japan, intends to solicit and award a firm-fixed price contract for 35 CES under the authority 13.106-1(b)(1)(i). The North American Industry Classification System for this acquisition is 541930. The requirement is for:

CLIN 0001: TRIRIGA Manual Translation

SCOPE:

TRIRIGA is a commercial off the shelf (COTS) CMMS software package that is configured to meet USAF CES work management and CFO compliance for: 1) real property, 2) cost accounting, 3) work management, 4) material control, 5) energy management, and 6) project management. TRIRIGA will deploy to Misawa AB Japan on 8 Aug 2016.

It is the desire of the Air Force to further enhance the TRIRIGA reference guides to meet the requirement for providing instruction to host nation local nationals and local contractors working on MAB Japan. In order to achieve the objective of requiring local nationals to successfully navigate and utilize the TRIRIGA reference guides, the following reference guide modifications must occur:

1. Translate to Japanese from English the following Reference Guides:

a. Cost Accounting, 234 Pages (32,938 words)
b. Energy, 138 Pages (17,026 words)
c. Material Control, 261 Pages (27,845 words)
d. Projects, 356 Pages (45,609 words)
e. Real Property, 439 Pages (61,035 words)
f. Work Management, 450 Pages (63,872 words)

Interested parties may identify their interest and capability to respond to the requirement by responding to this RFI via email to the above points of contact. This notice is not a request for competitive proposals/quotes. However, the government will consider all responses received within 10 days of publication. Questions shall be submitted electronically to the points of contact identified above.
