The Defense Information Technology Contracting Organization (DITCO), Hardware/Software Branch, Software Section, (DITCO/PL8321), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to Treehouse Software, Inc., 3605 Nicholson Road, Suite 230, Sewickley, PA 15143.  This acquisition is for the procurement of Treehouse Software software maintenance necessary for DISA SSO - Mechanicsburg CD54, 5450 Carlisle Pike, Bldg. 312, Mechanicsburg, PA 17055.  Treehouse Software has proprietary rights to the software code for the software products associated with this requirement and is the only known source that can provide this maintenance support.  No other vendor or distributor can legally obtain access to the software and no other vendor can make duplicate copies since it is protected by copyright and patent laws.  The Period of Performance is a One-Year base period beginning 1 October 2010 through 30 September 2011, followed by two, one-year option periods from 1 October 2011 through 30 September 2012 and 1 October 2012 through 30 September 2013.  The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.  Companies who can provide the above listed software license and enhancement renewal must provide a completed copy of the attached solicitation, HC1028-10-T-2132, to [email protected] no later than 9:00 AM Centeral on 7 June 2010.  Oral requests are not acceptable.  The resultant contract will be firm fixed price.  The NAICS code is 511210 for this procurement.  The justification detailing the government's essential need for the Treehouse Software maintenance is attached.
