This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market survey information planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AN NOT CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation issued will depend on the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB) to compete and perform an IDIQ Firm Fixed Price Contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors.

The Medicine Bow Routt National Forest and Thunder Basin National Grassland has a requirement that consists of treating noxious weeds, and providing treatment data, including GPS/GIS data. The contractor shall provide any and all labor, equipment, supplies, services, permits, licensing, supervision, workman's compensation, unemployment insurance, and transportation to accomplish weed treatment and inventory. Equipment being used for the requirements under this contract shall be cleaned prior to entering the Forest or Grassland and cleaning may be required between sites. Supply of water may or may not be available in the local area of work, if not; the contractor will be required to furnish water. Individual task orders will also direct contractors to treat certain geographic areas and features such as burn piles, landings, meadows, uplands etc. These features could change year to year and differ on individual task orders depending on needs.

Areas of Work shall be in the states of Colorado and Wyoming.
1. Colorado Counties: Grand, Jackson, Moffat, Routt, and Rio Blanco
2. Wyoming Counties: Albany, Campbell, Carbon, Converse, Platte and Weston.

There will be four (4) types of treatment activities:

5.1. Ground Base Invasive Plant Treatment with Water Available
5.1.1 The contractor shall:
5.1.1.1 Develop a quality control plan (QCP).
5.1.1.2 Treat weeds with appropriate chemicals and use according to the manufacturers label directions.
5.1.1.3 Fill out and turn in Applicators Report in compliance with State law.
5.1.1.4 Not apply herbicide at temperatures over 95°F and/or wind speeds of greater than 10 mph.
5.1.1.5 Be responsible for the effects of herbicide residue on non-target species as well as problems that could arise from drift of herbicide.
5.1.1.6 Flag the perimeter of treatment area. Flags will remain in place until the Government has completed the field inspection.
5.1.1.7 Ensure that all equipment is functioning properly without leaks.
5.1.1.8 Ensure all drafting areas and mixing sites incur minimal resource damage, including damage to soil resulting from equipment or chemical spills. All damage will be repaired at Contractor expense.
5.1.1.9 Inform the COR at the pre-work meeting which herbicides are planned and will inform the COR/Inspector during the contract of any changes in herbicides.
5.1.2 The Contractor may
5.1.2.1 Use existing water or Government provided water for mixing purposes. Contractor must use flow back protector when drafting water at Government provided sites.
5.1.3 Restricted Areas
Fill sites will be designated. Contractor is responsible for ensuring all activities in restricted areas are limited to non-mechanized equipment.
5.1.4 Boom Spraying
Truck or trailer mounted boom spraying of weed species as listed in Section 2.2 may be allowed under certain conditions and or topography. Individual task orders shall identify if truck mounted booms are an acceptable method of weed treatment. The contractor may use existing water or Government provided water for mixing purposes. Treatment shall occur at optimal stage of development. Contractor is expected to treat a minimum of 500 acres and up to 700 acres per day within 7 - 10 calendar days. Once plants begin to flower, weed treatment shall stop.
5.1.5 Mapping of Treated Areas
5.1.5.1 All areas inventoried and/or treated will be mapped using GPS/GIS methods that meet the specifications outlined in Exhibit X.
5.1.5.2 Shapefiles deliverables include a single shapefile for the entire project area of the following varieties (i.e. two files per project area):
5.1.5.2.1 Polygon file encompassing all areas treated. The polygon area must correspond to the area reported on the spray sheets.
5.1.5.2.2 Line file showing all movement of each employee while in a treatment area. This file can be generated by a GPS track log or similar feature. The purpose is to document all areas visited, both treated and untreated, within a treatment area.

5.2 Ground-Based Invasive Plant Species Treatment without Water Available
5.2.1 The contractor shall:
5.2.1.1 Develop a quality control plan (QCP).
5.2.1.2 Treat weeds with appropriate chemicals and use according to the manufacturers label directions.
5.2.1.3 Fill out and turn in Applicators Report in compliance with State law.
5.2.1.4 Not apply herbicide at temperatures over 95°F and/or wind speeds of greater than 10 mph.
5.2.1.5 Be responsible for the effects of herbicide residue on non-target species as well as problems that could arise from drift of herbicide.
5.2.1.6 Flag the perimeter of treatment area. Flags will remain in place until the Government has completed the field inspection.
5.2.1.7 Inform the COR at the pre-work meeting which herbicides are planned and will inform the COR/Inspector during the contract of any changes in herbicides.
5.2.1.8 Provide all water necessary for mixing purposes.
5.2.2 Restricted Areas
Contractor is responsible for ensuring all activities in restricted areas are limited to non-mechanized equipment.
5.2.3 Boom Spraying

5.2.4.2.1 Polygon file encompassing all areas treated. The polygon area must correspond to the area reported on the spray sheets.
5.2.4.2.2 Line file showing all movement of each employee while in a treatment area. This file can be generated by a GPS track log or similar feature. The purpose is to document all areas visited, both treated and untreated, within a treatment area.

5.3 Invasive Plant Species Treatment in Aquatic Areas
The contractor shall:
5.3.1 Treat invasive plant species that are present in lakes or ponds.
5.3.2 Treat aquatic invasive plant species using herbicide according to the manufacturers label directions for such application.
5.3.3 Be responsible for the effects of herbicide residue on non-target species, problems that could arise from drift of herbicide, and effects on wildlife.
5.3.4 Clean herbicide tanks prior to treatment of aquatic areas with approved tank cleaner to remove residual herbicide.
5.3.5 Limit treatment to early morning or late evening, during calm conditions (wind less than 2 mph and still water).
5.3.6 Apply herbicide from watercraft unless otherwise agreed.
5.3.7 Mapping of Treated Areas
5.3.7.1 All areas inventoried and/or treated will be mapped using GPS/GIS methods that meet the specifications outlined in Exhibit X.
5.3.7.2 Shapefiles deliverables include a single shapefile for the entire project area of the following varieties (i.e. two files per project area):
5.3.7.2.1 Polygon file encompassing all areas treated. The polygon area must correspond to the area reported on the spray sheets.
5.3.7.2.2 Line file showing all movement of each employee while in a treatment area. This file can be generated by a GPS track log or similar feature. The purpose is to document all areas visited, both treated and untreated, within a treatment area.

5.4 Aerial Invasive Plant Species Treatment
5.4.1 The contractor shall:
5.4.1.1 Treat designated areas of invasive plants by applying herbicide either from a helicopter or fixed-wing aircraft.
5.4.1.2 Develop a quality control plan (QCP) outlining how they will ensure that herbicide will only be applied within the designated area.
5.4.1.3 Treat weeds with appropriate chemicals and use according to the manufacturers label directions.
5.4.1.4 Fill out and turn in Applicators Report in compliance with State law.
5.4.1.5 Not apply herbicide at temperatures over 95°F and/or wind speeds of greater than 10 mph.
5.4.1.6 Be responsible for the effects of herbicide residue on non-target species as well as problems that could arise from drift of herbicide.
5.4.1.7 Flag the perimeter of treatment area. Flags will remain in place until the Government has completed the field inspection.
5.4.1.8 Inform the COR at the pre-work meeting which herbicides are planned and will inform the COR/Inspector during the contract of any changes in herbicides.
5.4.1.9 Inform the COR at least 24 hours in advance of planned application.
5.4.1.10 Provide all water necessary for mixing purposes.
5.4.2 Mapping of Treated Areas
5.4.2.1 All areas inventoried and/or treated will be mapped using GPS/GIS methods that meet the specifications outlined in Exhibit X.
5.4.2.2 Shapefiles deliverables include a single shapefile for the entire project area of the following varieties (i.e. two files per project area):
5.4.2.2.1 Polygon file encompassing all areas treated. The polygon area must correspond to the area reported on the spray sheets.
5.4.2.2.2 Line file showing all movement of each employee while in a treatment area. This file can be generated by a GPS track log or similar feature. The purpose is to document all areas visited, both treated and untreated, within a treatment area.

This will be an Indefinite Quantity Indefinite Delivery IDIQ. A multiple firm fixed price award is anticipated.

The duration of the IDIQ would be for a base and four (4) option years. It is anticipated that a minimum of one task order would be issued each year with a value between $10,000 and $150,000.

North American Industrial Classification System (NAICS) Code applicable to this acquisition is 115310, Forestry Support Activities, with small business size standard of $7.5 million.
