Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intend to negotiate a sole source purchase order with the Transportation Research Board (TRB) to co-sponsor "Preparing for Automated Vehicles and Shared Mobility Services" forum.

The objective of this Forum is to bring together public, private and research organizational partners to identify and facilitate fact-based research needed to deploy automated vehicles and shared mobility services in a manner and timeframe that informs policy to best meet long-term goals, and to share perspectives on these issues. The long-term goals include increasing safety, reducing congestion, enhancing accessibility, increasing sustainability, and encouraging economic development.

No other source can satisfy this requirement as TRB is the sole provider of the Preparing for Automated Vehicles and Shared Mobility Services forum, and no other source can provide such services.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
