The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate a contract, on a sole source basis, under the authority of FAR Part 13.106-1 (b), with Kyoto Kagaku to supply a Ultrasound Hemorrphagic Phantom. The Ultrasound Hemorrhagic Phantom is being procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Kyoto Kagaku’s Ultrasound Hemorrhagic Phantom being the only trauma simulator to enable trainees to learn ultrasound skills of solid organs with embedded pathology and fluid collections in a realistic simulated torso. The aforementioned characteristic exhibited by the Ultrasound Hemorrhagic Phantom is necessary for learning the proper techniques for detecting the presence of intraperitoneal or pericardial fluid in traumatic patients, which is becoming increasingly vital in deployed medical settings.
