This is the public notice for a small purchase acquisition over $10,000 but less than $25,000.

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL intends to issue a fixed price purchase order to Dayton-Granger, Inc. 3299 S.W. 9th Ave., Fort Lauderdale, FL 33335 for one full set of Transtrike Strips (Lightning Diverter Strips) for depot level maintenance of NOAA aircraft nose and tail radomes. Dayton-Granger is the only manufacturer of the items needed for AOC's aircraft. Following are the items needed:

The proposed acquisition is for items for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Streamlining Act (FASA) of 1994 (Title VIII PL 103-355) as implemented by FAR 12.102 & 13.106-1(b). EAD-KC intends to issue a purchase order on a sole source basis to Dayton-Granger based on the following reasons: 1) Dayton-Granger holds the patent for these lightning diverter strips; 2) these specific part numbers are called for in the Lockheed/Dayton-Granger Radome Transtrike engineering analysis; 3) the items must meet exact form, fit, and function and be the exact part number specified); and, 4) Dayton-Granger is the only company that manufactures the Transtrike Strips.

Interested parties may identify their interest and capability to respond to the requirement or submit offers. This notice of intent is not a request for competitive responses. However, all responses received within 10 days after date of publication of this notice of intent will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible business sources may submit a response which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications to manufacture the specified items; and sufficient information that describes or demonstrates the firm's technical capability to provide the specified items in form, fit, and functionality. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering parts, cost of testing, standardization, consistency, and price. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required items as stated herein.

NOAA, EAD-KC requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No purchase order can be made to a company not registered in SAM.
