Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Part 13.5 and the format in FAR subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations USAGM-PNN-RFQ-19-005AM. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541930, with a small business size standard of $7.5M.
The USAGM Office of Contracts is seeking to purchase the services of a Contractor to provide translation and adaptation services in accordance with the statement of work (SOW) for USAGM's new 24-hour news channel, Persian News Network (PNN). The PNN service requires a Farsi language translator.

Notes: 1 This estimated quantity represents documents. Each document can range from 100 words to 30,000 words. The rate is per word. The average document is 3,000 words.

2 This is a placeholder price that should be applied to each of the five years of the period of performance for evaluation purposes only. Very little travel is anticipated.

Services
See Attached Persian News Network Translation Services SOW. The delivery/task order period of performance is on or about January 2, 2019-December 31, 2019.

Delivery shall be provided no later than 45 days after receipt of award of contract. The contractor shall deliver all deliverables to Nicholas F. Kalhor ([email protected]) room 1450 at Voice of America (VOA), 330 Independence Avenue, SW, Washington DC, 20237.

Award shall be made to the quoter whose quotation offers the best value to the government, considering technical approach and capability, past performance, and price.

The government will evaluate information based on the following evaluation criteria: (1a) Technical Approach and Capability and (1b) Key Personnel, (2) past performance, and (3) price. The Government reserves the right to consider multiple awards under this solicitation.

1. Technical
• Technical Approach and Capability - The Government will evaluate the Offeror's demonstrated understanding of the requirements stated in the RFP and capability to deliver products and services within the period(s) delineated in the RFQ and in accordance with the stated requirements/timeline for Translation and Adaptation as stated in therein.  A Real-time capability demonstration will be evaluated.

• Key Personnel - The Government will evaluate the Offeror's proposed Key Personnel for the extent of his/her/their qualifications and experience with respect to the functions they are proposed to perform based on the resume, references, past professional awards and other information available to the Government. Education is not as important as the ability to do proper translation and adaptation to the FARSI language from English.

2. Past Performance - The Government will evaluate the Offeror's past performance to determine the degree to which it demonstrates the likelihood it can successfully perform the SOW. The Government will evaluate the Offeror's past performance on recent relevant projects during the last 4 (four) years, similar in complexity and scope to the proposed translation and adaptation services.

3. Price - The Offeror's price quote will be evaluated to determine fairness and reasonableness. In the event that multiple proposals are deemed to be of equal technical quality, price will become more important.

All quoters shall submit the following: ONE copy of the Technical and ONE Price Proposals, as well as, 3 past performance questionnaires with relevant experience on previous contracts within the last 4 years.

This is an open-market combined synopsis/solicitation for language translation services for PNN as defined herein and in the attached SOW. The government intends to award a blank purchase agreement as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein and the attached SOW. The government reserves the right to award multiple blank purchase agreements as a result of this solicitation. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

Quoters shall list exception(s) and rationale for the exception(s).
