This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers to RML-RFQ-5-13015. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 dated 04/01/2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541711 and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories (RML), Virus Ecology Lab (VE) is performing research on disease transmission from the environment to a vector or host organism. The lab has a research need for transgenic "knock-in" mice to establish a small animal model for a specific virus through integration of the human DPP4 gene into the mouse genome. The project must include all services required (cloning and construction of the target vector, electroporation into ES cells, screening of ES, microinjection of blastocysts, animal husbandry of chimeras to F1 mice) in the quoted price. Anticipated delivery date of successful F1 germline mice must be stated in quote. Must use BALB/c ES cells for germline transmission. Must use the Rosa26 locus for gene insertion, featuring use of the R26 or the pCAGGS promoter with a LoxP flanked stop cassette. Regular progress reports will be required. All quotes must contain shipping, warranty/guarantee information, timeline for each milestone, and information demonstrating past successful completion of similar projects. Quotes must include PHS Approved Animal Welfare Assurance number. FOB Point shall be Destination, Hamilton, MT 59840. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT.
